The April 19 conference of NEPAD, the partnership of African countries working to improve governance and encourage foreign aid and investment, was poorly attended and did not release key reports as promised. Professor John Stremlau of South Africa's University of Witwatersrand counsels patience, however, noting that several African states are making positive strides on the path to greater accountability.

Médecins Sans Frontière augmente considérablement ses capacités de prise en charge de la malnutrition sévère au Niger. Le nombre d’enfants malnutris a atteint un niveau anormalement élevé pour cette période de l’année. Cette situation déjà alarmante en janvier se dégrade rapidement. MSF appelle les autres acteurs de l’aide à se mobiliser.

Under proposals for UN reform, Japan and Germany are strong candidates for permanent seats on the Security Council. Aid promises may be one way to win valuable votes from African countries. Oxfam is unimpressed that poverty is becoming a political football.

The Global Campaign for Education (GCE), which is a worldwide coalition of NGOs, has launched the Action Week (April 24-30) to remind world leaders of their promise that every child should have an education to escape poverty. The campaign will also petition the G-8 summit which will be held in UK in July.

L'épidémie de fièvre de Marburg continue de se propager dans la province de Uige en Angola. Le bilan officiel, au 11 avril, est de 203 morts pour 221 cas recensés. Depuis que des tests biologiques réalisés par l'OMS ont confirmé le 22 mars qu'il s'agissait bien de fièvre de Marburg, 114 nouveaux cas ont été identifiés, et 107 patients sont morts.

Africa Malaria Day's major celebration will take place Monday in the capital of Zambia, where recent projects have provided millions of children with insecticide-treated bednets to protect against the disease. Impressive projects have raised the intensity of the fight against malaria across the continent, says Unicef, refuting an editorial from the Lancet medical journal that the World Health Organizations' campaign against malaria has been ineffective.

The Knit for Kids project has provided over 250,000 sweaters--crafted by volunteer knitters across the United States--to needy kids around the world. Joan McKeon, the 200,000th sweater knitter, recently visited recipients in an Azerbaijan orphanage.

As part of the international donor package of aid for Sudan announced last week, the European Commission has agreed to contribute 600 million euros. There appears to be no specific conditionality on the behaviour of the Sudanese government in Darfur.

A damning report from the Global Campaign for Education ranks the United States as bottom of a league table which assesses donors for quantity and quality of education aid.

The U.S. may not be interested, but Europe will move ahead nonetheless with a plan to sell bonds on the financial markets to raise money to provide cheap, life-saving medicines to poor countries. The U.S. also opposed a British plan to sell off gold reserves held by the International Monetary Fund to finance debt relief for the world's poorest countries.

ZimbabweÂ’s recent parliamentary election--considered a fraud by most western governments--has compromised the standing of other African leaders who are trying to convince the international community that Africa is moving towards better governance in return for debt relief, increased aid, and better terms of trade, say political analysts.

Currently, 104 million children are out of school, and 57 percent of them are girls. Many have never had the chance to go to school and half of those who did will never finish. During Education Action Week, Care USA urges you to contact your representatives in Washington; ask them to double U.S. support for basic education in 2006--from $400 million to $800 million--they say.

Hard evidence is beginning to emerge that donors have enhausted their interest and funds on the Asian tsunami to the detriment of other crises. Some UN appeals for the neglected emergencies of Africa have raised less than 5% of target.
