Aid to the Palestinian government will be reviewed in light of a number of conditions, including recognition of Israel and a commitment to non-violence, UN Secretary-General Kofi Annan said in London in a statement on behalf of the "diplomatic Quartet", which also includes Russia, the European Union and the US.

Afghanistan will get firm assurances of international help in London this week and in return it will promise to push on with reforms and tackle corruption and its huge illegal drug trade. A two-day international meeting in London, beginning on Tuesday, is to launch a five-year blue print on development, peace and how best to confront the continuing attacks by government opponents in the impoverished country.

Macedonian President Branko Crvenkovski and the Prime Minister Vlado Buckovski sent telegrams with condolences to their counterparts in Montenegro. In the telegrams, they expressed their condolences to the families of the casualties and the public of Montenegro.

A blueprint for international engagement in the development of Afghanistan over the next five years had been finalized, the United Nations Assistance Mission in the country (UNAMA) announced today. The Afghanistan Compact, to be launched at a conference in London from 31 January to 1 February, covers efforts in security, governance, human rights, the rule of law, development and counter-narcotics.

Winter relief operations in northern Pakistan have been hampered by bad weather - snow, ice and landslides - which pose a challenge to army and NGOs. The October earthquake had killed 86,000 and left more than 3 million homeless, who now have to be provided drugs and shelter supplies.

The Human Rights Committee in Leskovac received, in December 2005, 30,000 EUR worth of humanitarian assistance, which it has not been able to distribute to the beneficiaries. The Committee claims that the Police prevents the distribution of the assistance, while the Police responds that the problem lies in incomplete documentation, i.e. a missing stamp of approval on one document.

Britain confirmed today that it is withholding direct budget support to Ethiopia because of dissatisfaction with the government's political record, but the Department for International Development denied UN reports that the sum withheld amounts to £50 million.
