It is nearly two decades since the Indian government banned child labour in Firozabad's bangle and glassware industry and created a law to rehabilitate thousands of children who had now been plucked out of factories. The reality is that the schools are shabby with no furniture and no teaching materials and many children continue to work in the factories.

A new beginning at Deepalaya - a beginning with which education will reach working children who may otherwise not have access to school. With the support of the Edukans Foundation, Netherlands, a Mobile School was dedicated to the children residing in the slums around Shalimar Bagh and working in the industrial establishments around.

It is widely acknowledged that a significant proportion of children, especially those from underprivileged backgrounds and girls, either drop out of primary school or even if they attend school, learn very little. Moreover, there is a wide gap in learning achievements between government schools and private/aided schools.

Social attitudes towards adoption in Rajasthan reflect a medieval mentality. A vast majority of abandoned children are girls. In the past decade over 90 per cent of childless couples in Rajasthan wanted to adopt only baby boys.

The Rajasthan government is planning to make education up to Class XII compulsory for all, State Higher and Technical Education Minister, G S Tiwari, said. He also mention that the required legislation is being drafted and would be put before the cabinet sub-committee for approval.

The refurbished and adapted Centre for children with special needs, financed by the State Budget (1.7 million Denars) and the Phare Programme (1.6 million Denars), reopened for use last Thursday, August 3. The Centre, with capacity to receive about 20 children with special needs, was opened by Stevco Jakimovski, the incumbent Minister of Labour and Social Policy.

CRY – Child Rights and You welcomes the Ministry of Labour's recent notification that bans children below 14 from working in residences and the hospitality sector but feels it's an insufficient response. Gaps exist. CRY CEO Ingrid Srinath writes in this article that this notification cannot be effective without proper enforcement and rehabilitation provisions. For real change root causes have to be addressed.
