El debat sobre les conseqüències que generarà la implementació de l'ALCA (Acord de Lliure Comerç de les Amèriques) és un dels més punyents, en l'actualitat, al continent llatinoamericà. El moviment contra l'ALCA d'Argentina, Bolívia, Brasil, Paraguai i Uruguai es va concentrar a principis de març a Buenos Aires per denunciar un cop més aquest tractat econòmic. Dels debats en va sortir una nova declaració de principis amb el nom Declaració de la Campanya contra l'ALCA. No és no.

Last week's federal budget fails to address flaws in Canada's provincial equalization program, says a study released today. Often called confederation's "glue," equalization is the formula-based program of federal grants paid annually to provinces with below-average revenue capacity. Today's study says the formula's flaws - coupled with shrinking federal transfers overall - are now depriving have-not provinces to a degree that is unconstitutional.

The cabinet ministers of Luis Inacio "Lula" da Silva's government who have kept the Brazilian economy in a neo- liberal economic straight-jacket are coming under sustained attack from the more popular sectors of the governing Workers Party. Even Lula himself has given signs he is moving away from the budgetary and financial prescriptions imposed by the International Monetary Fund that he has adhered to during his first fifteen months in office.

Never mind that Canada's debt-to-GDP ratio is already second-best among G-7 economies. The dominant feature of last week's Liberal budget is that it pumps $4-billion more into debt repayment - and probably more, given Paul Martin's tradition of lowballing surpluses. What about action on social housing? Child poverty? Employment Insurance reform? How long do Canada's poor have to wait?

En 2003 au Canada, les femmes représentaient près des deux tiers des personnes qui travaillent au salaire minimum, alors qu'elles constituaient un peu moins de la moitié de l'ensemble des employés. D'après Statistique Canada, une femme sur 20 travaillait au salaire minimum, contre un homme sur 35.

Euroopan unioni on avannut uuden palvelun, joka tähtää kehitysmaatuotteiden tuonnin helpottamiseen. Internetissä toimiva palvelu antaa tietoa muun muassa EU:n kehitysmaille myöntämistä tullietuuksista ja niitä koskevista alkuperäsäännöistä. Palvelu on suunnattu EU-alueen yrityksille sekä kehitysmaissa toimiville viejille.

Transparency Internationalin tämän vuoden raportti nostaa esiin poliittisen korruption. "Korruptoituneiden poliitikkojen oman edun tavoittelu vie peruspalvelut köyhiltä ja edesauttaa konfliktien ja väkivallan leviämistä", kärjistää Transparency puheenjohtaja Peter Eigen. Raportti myös listaa poliittisten johtajien omaan käyttöönsä ottamia varoja kahden vuosikymmenen ajalta.

Never is the divide in Canadian society so wide as on budget day. When the bankers and the business community express smug satisfaction, the rest of us better take cover. When the Conservatives cry that there aren't enough tax cuts while health, education, housing and municipal needs go wanting, the differences between "them" and "us" become most clear.

Canada's largest union says that yesterday's federal budget fixates on debt reduction while failing to tackle a gaping social deficit. The union offers its analysis of what Canadians needed - and what they got - in several key sectors: health care, public infrastructure, child care, post-secondary education, income security, social housing and employment support.

Yesterday's federal budget is a platform for inaction supported by "old tricks," charges the Canadian Centre for Policy Alternatives. Deferring its opportunity to invest in rebuilding a country, the Martin government has continued its tradition of low-balling surplus estimates while stressing debt reduction. "It's like paying off the mortgage when the roof is leaking and the foundations are crumbling," said CCPA economist Ellen Russell. "Eventually, the house isn't liveable anymore."

Paul Martin a livré un budget conservateur, qui donne de l'argent aux amis du régime et des miettes aux autres, a soutenu le Syndicat canadien de la fonction publique (SCFP) en réaction au budget fédéral dévoilé hier. Selon le syndicat, Paul Martin ne fait rien pour empêcher la privatisation croissante du système de santé et fait en sorte que les impôts servent non pas à offrir des soins de qualité, mais plutôt à assurer des profits aux entreprises.
