The budget for the next fiscal year, presented by the Pakistan minister of state for finance, Omar Ayub Khan, in the National Assembly on Monday, carries a substantial package of relief for the common man. However, here it must be emphasised that the practice of narrow targeting to tackle the problems of poverty and inequality, as some of the proposed measures envisage, has very rarely yielded the desired results.
