05.04.2005 The states and territories of Australia have initiated a scheme to reduce greenhouse gas emissions independent of the federal government, which has declined to ratify the Kyoto Protocol. Critical of their governmentÂ’s head-in-the-sand attitude, the states are proposing a national trading scheme to fight climate change.
