Not only is the aerial coca-eradication program in Colombia harming the environment and driving peasant farmers to produce coca elsewhere, it has made virtually no difference in cocaine consumption in the U.S., say EarthJustice and two other NGOs in reports issued on the eve of the annual State Department certification of the controversial narcotics program.

WASHINGTON, D.C., Feb 27 (OneWorld) -- Aerial spraying of Colombia's coca crops should be halted because of its harmful impact on local farmers and the environment, and because it is not heaving a measurable impact on the availability of cocaine in the United States, three NGOs argue on the eve of the State Department's release of its annual report of countries cooperating in the U.S. anti-drug war.

Croatian Environmental Association Friends of Kopacki Rit, the Hungarian National Park Danube-Drava and the Environmental Movement Blue Danube from Apatin, SCG, published a poster about the benefits of the flood basin of Danube. The goal was to inform and remind the population about all the benefits provided by the basin, but also to raise the level of environmental awareness, i.e. to point out that, in spite of the existing system of legal protection, the greater part of the basin is endangered by human influence, and that the basic characteristics of the flood basin are being jeopardized.

France this week became the 50th nation to ratify the POPS Treaty, triggering its incorporation into international law 90 days hence. Elimination of the global pollutants targeted under POPS is a "landmark for environmental health," said one group, adding that the failure of the U.S. Congress to ratify POPS will weaken implementation of the global treaty.

Friday, February 06, 2004 - The National Consultation on the Global Environment Facility in BiH started yesterday in Sarajevo, with more than a hundred experts from Academy, private sector, research and public institutions, public companies, bilateral and multilateral donor organizations staff, as well as the representatives of governmental and nongovernmental organizations in BiH. The Consultation, organized by GEF Secretariat and UNDP will last for two days. During that time the participants will discuss the ecological priorities of BiH, and the possibilities of the GEF funds mobilization for the ecological projects. At the opening ceremony, among others, the BiH Prime Minister, Mr. Adnan Terzic, the UNDP Resident Representative a.i. Mr. Moises Venancio and the World Bank director for BiH, Mr. Dirk Reinerman welcomed the participants.
