Confirming what Amnesty International has repeatedly said, the U.N. issued a report concluding that the U.S. is in violation of the Convention against Torture and must bring detainees to trial or release them. Amnesty maintains that Guantánamo is "just the tip of the iceberg", and calls for other facilities to be opened to independent scrutiny.

In announcing Professor S. Thorats appointment as chairman of the University Grants Commission, every newspaper made it a point to announce that he was a dalit. In contrast, nobody inquired what the caste of the earlier chairman was when he was appointed. Poor Thorat! He will not be judged for his scholarship or administrative acumen; he will be judged as a dalit.

Emphasising the need to move towards a knowledge-based curriculum, private schools from across the country today called for consultation on the proposed Right to Education Bill. Noting that there were a lot of things about the proposed Bill that were still unclear, and in some cases even a little ``unfair'' on the private schools, the conference of Federation of Independent Schools in the Capital saw schools demanding a wider consultation on the matter.

If the 2% education cess was the government's great hope for financing basic education in India, then perhaps it's time for a rethink. In the first eight months of the current fiscal, the government has raised Rs 2,400 crore through the cess. It amounts to only one-third of the Budget estimate of Rs 6,975 crore for the year.
