The structure as well as the struggles for the second phase of the WSIS summit process are slowy becoming clearer. One thing is clear: It will be more complex than the first round, as it has to deal with many more loose ends. WSIS 2003 only had to deliver two pieces of paper (the declaration of principles and the action plan). This left a lot of time for endless discussions, arm-twisting on wording, sorting out friends or foes in different arenas, and for civil society to start playing inside the official UN process. Now, the negotiators from Geneva will meet the real world. And as conflicts remain, the actors are positioning themselves for the second round.

National and international media groups in Pakistan are protesting attempts to prevent journalists from reporting on the government's offensive against Al-qaeda and Taliban members in tribal areas bordering Afghanistan, where security forces are accused of several rights violations.

Gaymiddleeast.com, site d'information destiné à la communauté homosexuelle du Moyen-Orient, a été rendu inaccessible, début mars 2004, par les autorités saoudiennes. Le site avait déjà été bloqué en juin 2003, mais le gouvernement avait levé cette interdiction un mois plus tard. Le site américain 365gay.com a également été censuré.

La semaine dernière, les autorités chinoises ont fermé deux sites permettant la création et l'hébergement de "blogs" - pages personnelles où les internautes publient leurs commentaires sur l'actualité. Après les sites Internet et les forums, les autorités s'attaquent maintenant aux blogs, une des dernières tribunes d'expression encore ouvertes aux internautes, selon Reporters sans frontières.

Zambian law prohibits the publication, whether oral, in writing or otherwise, any statement, rumour or report which is likely to cause fear and alarm to the public or to disturb the public peace. The offence carries a maximum jail term of three years.

LUSAKA High Court judge Philip Musonda last night stopped the deportation by the Zambian government of popular Post Newspaper columnist Roy Clarke. Post lawyer Patrick Matibini confirmed that judge Musonda's order operates to stay Clarke's intended deportation.

The Zambian constitution guarantees freedom expression, which the political leaders have claimed also, guarantees by implication, the freedom of the press. Zambia's media, especially the broadcasting sector, has been the least privatised. The government still controls two national newspapers, a TV station and three radio channels.

The Citizens of Tuzla and Banja Luka are invited to take active participation in the public debates on the development of informationa society in B&H, which will be held in these two cities. The goal of the debates is to raise the public awareness about the information society in B&H, as well as to involve the public in the processes of strategic development planning. The debates are just one segment of the public campaign for development of information society in B&H, which also includes experts debates, as well as seminars and workshops for the members of the press and the media. The next two debates will be held in Mostar and Sarajevo, later in March and April, respectively.

Reporters sans frontières s'inquiète de l'état de santé d'Abdallah Zouari, de l'hebdomadaire islamiste "Al-Fajr" (suspendu), qui a entamé une grève de la faim pour protester contre le durcissement de ses conditions de détention, depuis le 27 janvier 2004. Lors de sa dernière visite, sa famille, qui a été interdite de le voir pendant quinze jours, l'a trouvé physiquement et mentalement très affaibli.
