16.08.2005 En décembre 2002, George Bush a établi par le biais d'un décret-loi, n'ayant pas pu effectuer cela par la législature, le White House Office of Faith-Based and Community Initiatives (Bureau de la Maison Blanche pour les initiatives communautaires et les initiatives en faveur des organisations charitables liées aux groupes religieux) à l'United States Agency for International Development (USAID) (Agence américaine pour le Développement international). Cette initiative permet au gouvernement américain de financer plus facilement des organisations liées aux groupes religieux en ce qui concerne leurs travaux dans les pays en voie de développement, y compris les efforts d'aide et les efforts humanitaires.

Aujourd'hui, 25 % des partenaires USAID sont des organisations liées aux groupes religieux et 385 millions de dollars ont été réservés, au sein du budget américain 2005, aux initiatives communautaires et aux initiatives en faveur des organisations charitables liées aux groupes religieux.
