President Robert Mugabe has pulled out all the stops before elections in Zimbabwe Thursday, spending US$100 million of the state's money on Hewlett Packard laptops that he passes out at schools as he campaigns across the country. Meanwhile, many of the schools receiving the high-tech computers have been without textbooks, electricity, furniture or even roofs for many years.

A new briefing paper published by Panos institute, describes the issues behind Internet governance that made it a heated subject at the 2003 WSIS meeting in Geneva. It is the first of a series of briefing papers that will cover other Information and Communication Technologies (ICTs) issues. It also gives important background information on the issues being raised at the upcoming World Summit on the Information Society in Tunis in November 2005.

PrepCom III, leading to the Tunis phase of WSIS, will be held from 19 to 30 September. It will take place in Palais des Nations, Geneva. During the Inter-Sessional period between PrepCom – 2 and PrepCom –3, the Group of Friends of the Chair (GFC) will continue to draft proposals for Chapter one (Implementation Mechanisms) and four (The Way Ahead) of the operational part. All the governments and other stakeholders can contribute to this process during this period.

ICTs are becoming recognised as key elements of the fight against aids in India. The experience of SAATHII, an NGO set up in 2000 to combat HIV/AIDS, has shown that ICTs are vital in disseminating information, and in building grassroots capacity to take measures against the spread of the disease.

India accounts for 68% of the South Asian HIV epidemic and ranks second only to South Africa in the total number of people living with HIV according to the recent estimates.The crisis has spawned initiatives from a variety of sectors including the central government, state agencies, non-profit organisations, local, regional and national networks of HIV positive people, international agencies and corporations.

In a recent meeting in Brussels, national broadcasting regulators have agreed to initiate appropriate measures to stop broadcasts which fuel incitement and hatred among the members of the public. Information exchange and cooperation among the national broadcasters have been identified as the key areas of action to prevent such broadcasts.
