Its unlikely, though, that Kerry will take up Clintons strong advocacy of free trade as a force for global economic development, political liberalization, and U.S. economic growth and modernization. Unlike Clinton, Kerry is not a free trade ideologue and true believer. But like Clinton, and in contrast to Bush, Kerry is likely to be a stronger advocate for social clauses in trade agreements, if for no other reason than to placate labor and environmentalist constituencies.

BOSTON, Massachusetts, (ENS) - The Democrats celebrated at Boston's FleetCenter this week with confetti made from recycled paper and biodegradable balloons. Renewable energy powered the entire Democratic National Convention, and greenhouse gas reduction projects offset the carbon dioxide emitted by delegates, speakers and media as they travel to Boston and home again.

After more than 10 years of frozen cooperation, the European Commission wants to re-open consultation with Togo and has agreed a roadmap for the resumption of financial support. The key test is to hold free and fair elections within the next 24 months and European monitors will be working in the country over that period.

Campaigners have cautiously welcomed the publication of new laws on access to environmental information but argue that the new legislation does not go far enough and may not meet the requirements laid down by European law. The regulations will come into force on 1 January 2005 to coincide with the "right to know" provisions of the Freedom of Information Act.

A part quelques incidents isolés et un barrage de routes à El Alto, le référendum s'est déroulé normalement. Les organisations favorables à la nationalisation du gaz et qui se sont opposées au référendum en raison de la non prise en compte de cette exigence (payée au prix de 80 morts en octobre dernier) annoncent qu'elles ne baisseront pas les bras.
