Depois de reforçar o embargo à Cuba, os Estados Unidos criaram esta semana uma "coordenadoria para a transição cubana", com o objetivo, segundo o governo norte-americano, de "acelerar o fim da tirania cubana". A iniciativa foi duramente criticada pelo governo de Cuba, que a classificou como uma pequena mostra das agressões do governo dos Estados Unidos contra a ilha.

Henri Massé, Réjean Parent et Claude Faucher, font notamment référence à lintroduction de partenariats public-privé (PPP), à la privatisation des activités dites périphériques et à la constitution dune caisse-santé dont la nécessité na jamais été démontrée de façon rigoureuse.

Le terrorisme est odieux, comme le sont toutes les formes de crime ou de violence contre des civils. Mais le phénomène nest pas nouveau : le droit pénal antérieur (à la Loi antiterroriste) et les accords internationaux offrent un cadre juridique suffisant pour traiter du problème, pourvu quon les utilise de manière adéquate. La lutte contre le terrorisme ne doit pas nous entraîner à sacrifier les valeurs et libertés démocratiques quelle est censée protéger.

Huit années se sont écoulées depuis léchec de lapproche coordonnée des gouvernements occidentaux en vue de mettre un terme aux violations des droits humains en Chine par des mesures multilatérales, approche qui avait surtout pris la forme dune résolution présentée par ces pays devant la Commission des droits de lhomme des Nations Unies (CDHNU). En 1997, le Canada a mis fin à son coparrainage de la résolution sur la situation en Chine pour entreprendre son « dialogue bilatéral Canada-Chine sur les droits de la personne ». Cette approche fondée sur le dialogue, qui a également été adoptée par plusieurs autres gouvernements, avait été proposée à lorigine par la Chine comme moyen de répondre aux critiques de la communauté internationale face à son dossier en matière de droits humains.

A stinging U.N. report released Friday condemns President Mugabe's urban clean-up operation, saying it was carried out "with indifference to human suffering," and was a breach of both national and international human rights law. The report calls for an immediate halt of the demolitions, urging the government to pay reparations to the affected and punish those who carried out the forced evictions.

The leadership asserted by the U.S. Congress one year ago, when it unanimously declared that genocide was taking place in the western Sudanese region of Darfur, has now dissipated, says Africa Action, faulting the legislators for failing to exert pressure on the Bush administration to provide protection for Darfur's civilians, where threats of sanctions and divestment have proved insufficient.

The trial of two Internews employees charged with conspiracy in Uzbekistan began last week. While the U.S.-based NGO denies any wrong-doing, regional analysts say the case is politically motivated and that, with closed proceedings and the prosecutor's call for Internews to close their office, guilty verdicts are virtually assured.
