Last week, MANS organized a public debate in Budva, to discuss the problem of corruption in Montenegro. Citizens believe that poverty is one of the main reasons for the prevalence of corruption, and complained about the lack of clear political will to fight the corruption.

In picking scientist and long-time Environmental Protection Agency (EPA) employee Steve Johnson to lead the EPA, analysts hoped President Bush was signaling that the government agency would consider science above politics in environmental decisions. Clean Air Watch president Frank O'Donnell writes, however, that the White House continues to place industry interests first.

In principle, the campaign silence period should be in force in Macedonia, concluded the round-table discussion “Campaign Silence – Yes or No?”, held yesterday in Skopje, organized by the NGO InfoCentre and the Media Development Centre. The participants in the discussion disagreed only on the manner of application and the regulation of the Silence.

As the 61st session of the UN Human Rights Commission convenes in Geneva this month, Amnesty International calls on member nations 'to reaffirm unequivocally that the absolute prohibition of torture and ill-treatment applies in all circumstances, including the war on terror.'

President Bush surprised some by positing that the U.S. should abide by a recent decision of the International Court of Justice in The Hague that 51 death sentences for Mexicans in the U.S. should be reviewed. Bush then followed-up by pulling the U.S. out of the part of the 1969 treaty that makes the court's decisions binding.

Esperanza Amaris Miranda aurait été enlevée par trois hommes armés le 16 octobre 2003 alors qu’elle se trouvait à son domicile. Ces hommes - qui appartiennent, semble-t-il, à un groupe paramilitaire soutenu par l’armée - l’ont contrainte à monter dans un taxi et ont démarré. Lorsque sa fille, âgée de vingt et un ans, s’est accrochée à la portière du véhicule en mouvement, les hommes en sont descendus et l’ont rouée de coups de pied. Quelques minutes plus tard, le corps d’Esperanza a été abandonné sur la chaussée. Elle avait été tuée par balle.

The Prosecution Office of the Hague Tribunal confirmed today that it brought up charges against Ramush Haradinaj, the Prime Minister of Kosovo. Haradinaj is charged with war crimes committed in Kosovo, but the Prosecution didnÂ’t enter into details on specific cases.

"It is often claimed that guns are needed to protect women and their families but the reality is totally opposite. Women want guns out of their lives," said a human rights campaigner in a new report proving that women face a disproportionately high risk of being the victim of a crime with a gun. But new laws in Canada and Australia dramatically decreased female gun murder rates, offering hope for women worldwide.

On the suspicion of taking part in an organized criminal group, the Special Department for Organized Crime and Corruption of the B&H Prosecution Office brought up the charges against Dragan Covic, member of the Presidency of Bosnia and Herzegovina. In addition to Covic, who is also charged with abuse of office and bribing members of the judiciary, charges were brought against the Chairman of the Constitutional Court Mate Tadic, the brothers Ivankovic from the “Lijanovic” Meat Processing Industry, and Zdravko Lucic, professor at the Sarajevo Law Faculty.

The U.S. Supreme Court outlawed the execution of juvenile offenders Tuesday. A broad coalition of national civil rights groups, religious denominations, legal organizations, and medical associations had long urged the landÂ’s highest court to end the practice, which only a few countries--including China, Iran, and Pakistan--still employ.
