The practice of targeting aid workers has now spread to Sudan, where a compound for staff from several UN agencies was attacked last week, causing the suspension of relief activities in the area. Although not yet clear, it appears the attack was carried out by an armed group excluded from the peace talks between Sudan's government and the SPLM/A.

Haiti has a few hours left to find a compromise that will stop the country's slide towards all-out civil war. Rebel leaders agreed late on Monday to reconsider an international peace plan but there are few positive signs. They still insist that President Jean-Bertrand Aristide must step down. Meanwhile, the rebels continue to advance and are now poised to attack the capital.

WASHINGTON, D.C., Feb 26 (CSM) -- For weeks Haiti's political crisis has posed a latent threat to the 7 million inhabitants of the hemisphere's most impoverished country. But the political opposition's rejection of a US-brokered power-sharing plan, and President Jean-Bertrand Aristide's warning of an exodus of boat people for the shores of Florida, raise the specter of a looming humanitarian crisis.

The worst massacre ever of civilian refugees in a camp in northern Uganda--by Lord's Resistance Army members disguised as soldiers--has sent thousands of fearful internally displaced people running from the camp to seek protection elsewhere. Nearly three-fourths of the population in north is now displaced, and some 30,000 children have been abducted by the LRA.
