Since Kofi Annan assumed leadership of the United Nations 10 years ago, aid and debt relief have increased, the world has scaled up its response to HIV/AIDS, there are fewer wars between states, many civil wars have ended, and more governments are elected by, and accountable to, the people they govern. But many threats to prosperity and security remain.
