King Gyanendra reinstated the assembly on 24 April in a bid to end almost three weeks of nationwide protests in which at least 14 people died. But the swearing-in ceremony for newly appointed Prime Minister Girija Prasad Koirala was delayed due to ill health.

It highlights economic growth, better quality aid, and trade reforms, as well as governance as essential elements to achieve the MDGs. The elements of global monitoringexamined in detail in the report include poverty and malnutrition; human development outcomes; meeting commitments on aid, trade, and debt relief; performance of international financial institutions; governance in developing countries; and global checks and balances to strengthen governance. The United States Wednesday vowed to organise an international pressure campaign against the LTTE in the aftermath suicide bombing in Colombo. Assistant Secretary of State Richard Boucher said the State Department was in touch in Washington and abroad with other countries "to bring to bear whatever pressure we can on the Tigers to abandon this course of action" and to look for ways to support the Government of Sri Lanka.

Thousands of people have fled their homes in north-eastern Sri Lanka as the military launched fresh air strikes on Tamil Tiger targets. Local officials said about 40,000 people were moving north to seek safety in the jungle.

The surface of the Ladakh is covered with a thin gray layer of democratic fabric. Ladakh being a part of India is also having a democratic form of government at the local level (Ladakh Autonomous Hill development Council Leh and Kargil respectively). In order for Ladakh to achieve its full economic, social and political potential, all of its citizens must have an equal opportunity to participate in the democratic process.

Earlier this year, the Indian government launched a bold, multi-million dollar scheme to tackle rural poverty. It guarantees 100 days work a year for every rural household. It's manual work at the minimum wage.

25 per cent of the seats in Delhi private schools are reserved for poor students, to be provided free. But this provision is dodged in numerous ways; schools claim ignorance of the law, that they can't find poor students, that poor students have to be educated separately even if admitted, and so on. Economic growth and poverty reduction have occurred unevenly across, and even within, Asian countries. This paper by Naila Kabeer focuses on the chronic nature of poverty, and explores why social exclusion makes it more difficult for some sections of the poor to take advantage of the opportunities generated by economic growth. Social exclusion therefore presents a particular challenge to achieving the Millennium Development Goals (MDGs) in Asia.
