A British parliamentary committee report on Burma should shame Britain's aid ministry into changing its policies to ensure assistance reaches those most in need even if it means delivering cross-border aid from neighbouring countries, a democracy group said yesterday.

Burma's constitutional convention was supposed to prove that its military rulers were serious about reinstating civilian rule, but the tightly controlled process and resulting constitution will only produce a "more refined system" of repression, said a leading rights group Wednesday.
