Earlier this year a debt cancellation package was agreed for 18 of the world's most impoverished countries, but now the IMF has announced a final test must be passed by six of them to qualify for the January write-off. The government of the West African desert nation of Mauritania appears to have been toppled by an army coup Wednesday, while the president, who himself seized power in a 1984 coup, was out of the country. A mood of joy was reported in the streets of the capital, while the African Union condemned the developments.

Although the World Food Programme has received 57% of emergency food aid needed for Niger, millions more in the neighboring countries of Mali, Burkina Faso, and Mauritania are threatened by a major food crisis as well, because rich countries have not responded to months of appeals for emergency funds, warned Oxfam on Wednesday.

The Paris Club creditor countries recommended on a reduction of Mauritania's stock of debt estimated at US $320 million as at 1 July, to $16 million. Mauritania, the club said, had a strong commitment to economic and structural reforms and to the burden of its external indebtedness.

Mauritania is to benefit from debt relief of US $1.1 billion having reached completion point under the enhanced framework of the Highly Indebted Poor Countries (HIPC) Initiative. An agreement reached by the World Bank's International Development Association and the International Monetary Fund (IMF), makes Mauritania the sixth country to reach this point, joining Bolivia, Burkina Faso, Mozambique, Tanzania and Uganda.

Two months after the World Food Programme launched a US $7.5 million food appeal for victims of drought and floods in Mauritania, the implementation of the relief operation is being delayed by lack of funding. Since 3 April, when the appeal was launched, donations have been received only from Finland, which has given US $200 000 and Italy, US $9 000 although some new pledges have been made.
