The groundwork has been laid to bring Zimbabwe's President Robert Mugabe to The Hague to face charges of crimes against humanity, but complacency and corruption may leave millions waiting for justice. Others believe prosecution would do little to ease the suffering of the country's embittered citizens, anyway.
