Providing information on websites is not enough for improving delivery of government services to the poor, points out a recent study on the usefulness of ICTs in improving governance. Citing the case of Mozambique, the report recommends integration of standardised information management practices in the government websites.

Democratic Republic of Congo (DRC) President Joseph Kabila has asked President Levy Mwanawasa to send a delegation to that country to investigate allegations of money and arms being used to destabilise Zambia. The allegations were made by former Vice President, Dr Nevers Mumba, who has since been fired from his government post.

Zambia has declared HIV/AIDS a national emergency to drive HIV/AIDS treatment and prevention scale-up efforts and to start producing generic AIDS drugs locally. The emergency will be in force from August 2004 to July 2009 and local drugs manufacturers will be allowed to produce more affordable life-prolonging antiretroviral drugs for people living with HIV/AIDS in the country.

The Law Association of Zambia (LAZ) has said it is concerned over the government's apparent "lack of regard" for the "rule of law." LAZ's comments came in the wake of President Levy Mwanawasa's move to dismiss the Director of Public Prosecutions (DPP), Mukelabai Mukelabai, allegedly unconstitutionally.

Zimbabwe's tiny San community has laid the blame for their ongoing economic hardships squarely on the government, which they accuse of discrimination and neglect. While the San argue that they are a disadvantaged people in need of humanitarian support in order to escape poverty, some neighbouring villagers look down on them - accusing them of alcoholism and a refusal to embrace "modernisation".

Government and the Zambia National Farmers Union (ZNFU) have established a task force to mobilise $13.7 million by March for the expansion of irrigation farming in Zambia. After a good harvest in last farming season. Government is working towards improving the agricultural sector.

While the Zambian government will be expected to give up to $156 million to the IMF in debt payments this year, it does not have the resources to help solve the teacher crisis which has put thousands of Zambian teachers out of work, and even more students without an adequate education. The Global Campaign for Education report has made a number of recommendations to the IMF, all without any positive response.

Kenyas 3,000 public secondary schools are short of more than 70,000 computers, forcing more and more students to pay extra to learn computers at private institutes. To bridge this gap and boost learning aids in schools, the countrys private companies are now being asked to donate computers.
