Mr. Awais Ahmad Khan Leghari, the IT Minister of Pakistan has emphasized the need of massive investment and training of top quality human resources to reduce the digital divide in the country. Manthan, an advocacy organisation based in the central Indian state of Madhya Pradesh, has released a First Alert Note on a World Bank loan for the state to restructure the water sector.
