The announced availability of the news pre-accession EU funda IPA, was received by NGOs with much joy. On the other hand, it increases their fears of a pull-out or reduction of foreign aid coming into the country. The European Commission published the mandates for negotiations on visa regime alleviation and readmission agreements with Serbia, Montenegro and Bosnia and Herzegovina. The mandates provide for much simpler and quicker procedure, as well as issuance of multiple entry visas covering longer periods of time for students, researchers, artists and business-people, for travel into the EU.
