SUMMARY:
The IRC’s office in Thailand manages a large and diverse humanitarian assistance portfolio covering 9 refugee camps, 4 provinces hosting displaced persons, and 25 local and international NGO partners and sub-grant recipients working along the Thai-Burma border. The yearly portfolio averages $14 – 18 million, with about 170 staff. The IRC works in the health, education, NGO capacity building, advocacy and protection sectors. The Deputy Director for Programs is a senior level position who reports to the IRC-Thailand Country Director/Chief of Party-USAID Shield Project. The DDP effectively oversees one half of the IRC’s Thailand office’s program and supervises seven senior level staff members.

The DDP oversees all aspects of the implementation of the USAID Shield project through direct supervision of its project components: health & education access for Burmese displaced, local NGO technical capacity building and sub-granting oversight, local rights advocacy work and coordination among stakeholders. The DDP oversees all aspects of the implementation of the ECHO funded refugee health project. The DDP will also uphold IRC’s corporate initiatives in respects to project design, monitoring and evaluation, the IRC’s program framework and implementing select aspects of the Thailand office’s 2 year strategic plan. The DDP will supervise and participate in IRC’s efforts in respect to programming development (submission of grant project proposals to US and European donors) and program reporting. The DDP will harmonize implementation strategies and data management of the Central Region and Shield Project portfolio with IRC’s programming in the Northern regions including all refugee protection related programming. The DDP will represent technical components of the projects to IRC’s regional and HQ technical support staff. The DDP will liaise with local donors to respond to their informational and data requirements, this will include USAID, the US Embassy, ECHO and the UNHCR. The DDP will be the focal point for management of official donor and IRC visitors to the Thai-Burma border. The DDP will act as the IRC’s internal/external focal point for the prevention of sexual abuse and exploitation (including the oversight of the IRC funded INGO Consortium PSAE project). The DDP will also assist and advise the COP/CD on overall country management/representational duties. The DDP acts as the Acting Chief of Party & CD in the incumbent’s absence.

GENERAL JOB DESCRIPTION:
The DDP responsibilities are to oversee these functional areas; humanitarian needs assessments, proposal design/submissions, project/grant cycle management – implementation oversight, monitoring, reporting, documentation, evaluation, reporting; ensuring integration and realizations of the IRC’s Program Framework and 2 Year Strategic Plan into operating performance objectives, donor liaison and donor monitoring trip management, HQ Technical Unit focal-point, sub-grant management as required, mainstreaming advocacy and protection into program department. The DDP will lead these sections in strategy development, regular planning and problem-solving activities; recommend and assist in implementing operational improvements to enhance the organization’s ability to strengthen and improve organization-wide activities by:
 Ensuring progress towards meeting yearly performance and strategic objectives as set by the CD and as required by the Regional, NY and UK offices are met.
 Assessing existing and future staffing needs to build appropriate capacity within Program Department to fulfil project and strategic planning objectives of the CO;
 Effectively communicating with and training relevant IRC staff throughout the program department to understand the importance of program quality at all levels.
 Provide daily supervisory, operational and management support to the following staff: Shield Health Coordinator, Avian Influenza Coordinator, Institutional Capacity Building Coordinator, Advocacy Coordinator, Senior Protection Coordinator, Field Coordinator/Tham Hin, Program Coordinator.
 Work with the Deputy Director for Programs (Northern Region) to ensure the IRC implementation strategies are harmonized across all project areas.
